Make the waitlist before the day, print its QR code, and put the code where the queue would otherwise form. People scan to join and watch their place from their phone while they wait wherever they like. Afterwards you can archive it - nothing keeps running and nothing keeps charging.
The list keeps its order, so the people beyond your capacity are simply next - which is exactly what you want for a cancellation queue. Nothing is silently dropped.
